Abu Dhabi has launched the Finance, Investment, and Digital Assets (FIDA) cluster to support its move toward a more diversified, innovation-driven economy and strengthen its position as one of the world’s leading financial hubs. The initiative is led by the Abu Dhabi Department of Economic Development and the Abu Dhabi Global Market (ADGM).

Building an integrated financial ecosystem

FIDA creates a single, connected environment where investment, technology, and regulation work together. It focuses on fast-growing areas like digital asset infrastructure, advanced fintech, and AI-powered financial systems. The emirate expects the cluster to attract at least AED 17 billion in investments, reflecting its ambition to expand into new global finance sectors.

A key feature of FIDA is its coordinated governance. It brings together the Ministry of Finance, the UAE Central Bank, the Securities and Commodities Authority, and the ADGM. This collaboration aims to make decision-making faster and clearer. It also supports the creation of long-term financial products linked to environmental sustainability and the UAE’s net-zero targets, including green finance tools for low-carbon projects.

Supporting strategic sectors and SMEs

FIDA will strengthen financial support for major Abu Dhabi economic clusters such as AGWA (food and water), SAVI (smart and autonomous vehicles), and HELM (biopharma and life sciences). It will also expand access to alternative funding for small and medium-sized enterprises (SMEs), which make up about 42% of Abu Dhabi’s non-oil GDP. SMEs will benefit from more avenues such as venture debt, non-bank lending, and other flexible financing options.

Building on the emirate’s strong sovereign wealth base and established regulatory reputation, FIDA also aims to enhance Abu Dhabi’s overall financial landscape. This includes boosting its insurance and reinsurance capacity and supporting the development of long-term savings and retirement markets. Together, these efforts reinforce Abu Dhabi’s broader goal of driving sustained growth across finance, investment, and the digital economy.
