Hong Kong will let licensed virtual asset trading platforms connect to global order books, a shift announced on November 3, 2025 at Hong Kong FinTech Week. The move is intended to deepen liquidity, sharpen price discovery, and increase competitiveness for exchanges operating under the city’s licensing regime.
The change unwinds the ring-fenced model that kept local order books isolated from overseas affiliates. By opening cross-border access, Hong Kong positions itself alongside other financial hubs that already permit interoperability for digital asset markets.
SFC policy enables cross-border order books
Licensed platforms can link to the matching engines of related overseas venues while remaining under Hong Kong supervision. Core safeguards—client asset segregation, anti-money-laundering controls, and retail protection rules—continue to apply as firms implement the connectivity.
Aggregating liquidity across venues should narrow spreads and help absorb larger orders during volatile sessions, especially in heavily traded pairs such as bitcoin and ether. Exchanges will still operate within the city’s regulatory perimeter, and any expansion of products or connectivity will require adherence to the broader SFC framework, as set out in the SFC roadmap.
HKMA licences shape stablecoin market timeline
A new stablecoin regime took effect on August 1, 2025, placing fiat-referenced issuers under the Hong Kong Monetary Authority. Regulators expect the first licences in early 2026, which would enable compliant issuance and clearer secondary-market arrangements for exchanges and brokers.
Together, the SFC’s market-access change and the HKMA’s licensing track signal a coordinated strategy: connect Hong Kong platforms to global liquidity while setting strict standards for assets that trade on them. Near-term milestones include technical integration by licensed exchanges, custody and broker licence applications, and the rollout of issuer disclosures under the stablecoin regime. Market depth and participation will hinge on how quickly firms meet these requirements and secure approvals.
